Mencemburui gaji guru

SAYA mencemburui guru muda kerana gaji permulaan mereka sekarang berada dalam ranking ketiga selepas doktor dan jurutera awam. Dengan gaji permulaan sebanyak RM2,500 hingga RM2,700 - termasuk beberapa elaun - maka gaji pokok mereka sebenarnya mengatasi sebahagian besar pendapatan eksekutif syarikat swasta.Kalau di pedalaman, mereka cuci kaki kerana kerajaan menyediakan rumah, televisyen katil tilam, dapur, malah khabarnya set televisyen dan 'mangkuk' Astro di bumbung! Bukan itu sahaja, guru juga ada elaun khas, dengan jumlahnya bergantung kepada tafsiran pedalaman tempat mereka mengajar.Memang mereka bekerja keras. Tetapi, seribu satu pengumuman tentang kenaikan, elaun, kebajikan, kemuliaan, pengiktirafan dan penghormatan kepada golongan guru sepatutnya telah meletakkan profesion itu pada tahap yang sepatutnya sekarang.Seperti kata Abraham Lincoln: ''Jangan fikir apa yang negara boleh beri kepada kita, tetapi fikirkanlah apa sumbangan yang boleh kita berikan kepada negara."Maksud tokoh itu, jangan seperti seekor burung yang keluar pagi balik petang, sekadar mahu mengisi perut sendiri dan untuk anak-anaknya. Berfikirlah lebih daripada itu. Perjuangan lebih penting.Jadi, apabila Tan Sri Muhyiddin Yassin mahu bersemuka dengan ahli kesatuan dan beberapa guru yang terlalu ghairah memperjuangkan nasib guru, maka saya ingin mengingatkan 'kepala-kepala' persatuan dan kesatuan ini supaya bersedia dengan fakta dan hujah yang waras dan logik atau laras senapang mungkin akan menghala ke arah kepala anda sendiri!Dua isu besar yang selalu dibangkitkan ialah kerja perkeranian nan remeh temeh sehingga menambah beban seorang guru, dan kedua kenaikan gred atau mata gaji yang terlalu lembap oleh guru, apabila dibandingkan dengan pegawai tadbir dan diplomatik (PTD).Memang isu yang pertama selalu bermain di bibir, tetapi tidak ada kes, data atau contoh yang boleh dijadikan asas kukuh untuk Kementerian Pelajaran melakukan tindakan susulan.Kita perlu perhalusi bukti dan fakta. Kalau dikatakan kerja berlebihan, maka kerja lebih yang bagaimana, apa dan di mana? Nyatakan bukti dan skop. Lakukan analisis keperluan atau analisis jurang profesion. Kemukakan kertas lengkap kepada pejabat Menteri Pelajaran.Apakah berlebihan seandainya seorang guru diminta membuat plan tindakan kecemerlangan pelajar kalau pelan itu boleh membantu meningkatkan prestasi sesebuah sekolah?Kini sudah terdapat seramai 400,000 guru yang mendidik anak-anak kita di seluruh negara. Dalam setandan, ada sebiji yang rosak. Bukan semua. Kita faham benar dengan kekecewaan guru khususnya apabila isu tentang kenaikan gaji yang lembap disuarakan.Memang benar kenaikan sebahagian besar gaji memang lembap berbanding PTD. Seorang ibu yang sudah 25 tahun menjadi guru mungkin baru menikmati mata gaji DG48, berbanding anaknya, pegawai PTD yang baru lima tahun berkhidmat sudah menikmati tangga gaji itu.Untunglah kalangan guru yang cepat naik pangkat, kerana cepat jugalah kenaikan tangga gaji mereka. Bagi yang di bawah Khusus Untuk Penyandang (KUP) atau mengikut tempoh perkhidmatan, maka terpaksalah menunggu sehingga beranak, bercucu dan bercicit.Tetapi perlulah juga diingatkan bahawa bagi setiap kenaikan gaji, maka ada beban tanggungjawab yang menyusulinya.Maksudnya, mereka ini mungkin perlu diikat dengan konsep bai'ah. Pengetua dan guru besar mungkin sudah biasa dengan konsep bai'ah, tetapi belum bagi guru.Di bawah konsep bai'ah, pengetua atau guru besar membuat perakuan dan bersetuju bahawa dalam tempoh tiga tahun perlu ada peningkatan prestasi di sekolah mereka mengajar. Jika gagal, mereka mungkin 'dipencenkan' lebih awal.Sekarang, guru tidak mempunyai komitmen atau akujanji terhadap pencapaian prestasi. Hal ini mungkin menyebabkan mereka goyang kaki.Memang kita faham benar akan beban kerja guru dan pada masa yang sama masyarakat menuntut guru melakukan yang terbaik untuk mendidik anak bangsa. Namun, kalau kita percaya bahawa perbuatan baik dan kerja yang ikhlas akan dibalas dengan perkara yang baik juga, maka pasti kepentingan perjuangan kita akan mengatasi habuan dunia yang sementara ini.

Kemudahan ini membolehkan guru-guru untuk menyemak maklumat individu. Mereka juga boleh membuat perubahan/penambahan kepada dua submodul iaitu submodul mata pelajaran ajar dan sejarah perkhidmatan. Sila war-warkan kepada semua guru kerana segala aktiviti berkaitan NKRA adalah berasaskan data EMIS.Kata laluan default adalah nombor KP. Patuhi pekeliling Kementerian Pelajaran

KUALA PILAH 25 Mac – Timbalan Perdana Menteri, Tan Sri Muhyiddin Yassin meminta semua Pengarah Pelajaran negeri dan sekolah supaya mematuhi arahan pekeliling yang dikeluarkan oleh Kementerian Pelajaran.Beliau yang juga Menteri Pelajaran berkata, ia bertujuan mengelakkan rasa tidak puas hati di kalangan guru yang merasakan dibebani oleh kerja tidak relevan dengan tugas hakiki berikutan arahan dikeluarkan di peringkat negeri.‘‘Saya maklum mengenai perkara itu sejak kebelakangan ini, malahan saya sendiri memberikan perhatian terhadap isu tersebut. Umpamanya beban kerja guru, soal kebajikan selain perjawatan dan sebagainya,” katanya.Muhyiddin berkata demikian kepada pemberita selepas merasmikan kampus tetap Universiti Teknologi Mara (UiTM) Negeri Sembilan di Beting, dekat sini hari ini.Beliau ditanya berhubung satu cadangan yang dikemukakan oleh Kesatuan Kebangsaan Profesion Perguruan (NUTP) yang mengancam untuk mengadakan demonstrasi di seluruh negara sebagai tanda bantahan dengan bebanan kerja tanpa kaitan yang diberikan oleh pengetua dan guru besar.NUTP mendakwa terdapat guru yang diminta membuat laporan demi laporan, pelan tindakan, kertas kerja, yang mana disifatkan tidak relevan dengan tugas hakiki mereka.Menurut NUTP, tindakan itu boleh menjejaskan kualiti pengajaran seorang guru dan yang menjadi mangsa utamanya adalah pelajar itu sendiri. Mengulas lanjut, Muhyiddin menegaskan, tugas guru telah diperjelaskan oleh pihak kementerian dan pengarah di negeri serta sekolah wajar mematuhi apa juga pekeliling yang telah dikeluarkan oleh kementerian tersebut.Sehubungan itu beliau akan menemui semua Pengarah Pelajaran negeri untuk memastikan bagaimana segala dasar dan arahan yang dikeluarkan Kementerian Pelajaran dapat dipatuhi.Kata Muhyiddin, pertemuan itu akan melibatkan Ketua Pengarah Pelajaran, pengarah-pengarah peringkat kementerian serta pengarah pelajaran negeri.‘‘Selepas itu, saya juga akan mengadakan pertemuan dengan semua Pegawai Pelajaran Daerah untuk mencari jalan terbaik menyelesaikan apa juga perihal berbangkit termasuklah berkaitan beban tugas dan kebajikan guru,” katanya.Beliau berkata, Kementerian Pelajaran memang mengeluarkan pekeliling dari semasa ke semasa kepada pengarah peringkat negeri mengenai apa yang perlu dilakukan di sekolah-sekolah.‘‘Cuma masalah timbul apabila ada pengetua dan guru besar mengambil langkah tertentu mengikut budi bicara mereka sehingga menyebabkan timbul perasaan tidak puas hati di kalangan guru.‘‘Semua itu, bukanlah arahan kementerian kerana kita ada panduan yang hendak dibuat dan dilaksanakan."‘‘Persoalannya bagaimana kita hendak menyeragamkan semua tindakan itu supaya sesuatu keputusan yang dibuat di peringkat kerajaan dan kementerian dapat dilaksanakan dengan baik. Itulah yang akan kita selesaikan,” tambah beliau.Muhyiddin berkata, pertemuan dengan Pengarah Pelajaran negeri itu juga bukanlah disebabkan desakan NUTP, tetapi beliau sendiri berhajat menemui mereka.Ditanya mengenai tindakan demonstrasi yang hendak dilakukan oleh NUTP jika tuntutan mengenai beban tugas tidak dapat diselesaikan, Muhyiddin berkata, Ketua Pengarah, Tan Sri Alimuddin Mohd. Dom telah pun menemui pihak berkenaan.

Kata Pengetua:

1. Sebagai pegawai awam, guru mestilah mematuhi segala arahan yang dikeluarkan melalui surat pekeliling, surat panduan dan surat arahan dari masa ke semasa. Surat pekeliling juga berbagai: ikhtisas, perkhidmatan, kewangan, perolehan, perbendaharaan. Sekolah menerima berbagai arahan, selain daripada melaksanakan program sekolah sendiri. Program sekolah sendiri itu adalah untuk memastikan hasrat pendidikan itu tercapai ia itu untuk memastikan perkembangan intelek, rohani, emosi dan jasmani pelajar tercapai. Saya rasa guru bersunggut apabila menerima berbagai arahan yang berbentuk pentadbiran yang tiada kaitan dengan p&p dan di mana juga mereka tidak ada kemahiran di dalamnya. Ditambah pula dengan dead lines yang ada kala sangat singkat. Nampaknya sekarang, semua perkara menjadi urgent, walaupun tidak penting!

2. Jika ada tindakan saya yang menyumbang kepada beban kerja, sila maklumkan saya supaya kita boleh bincang dalam mmesyuarat pengurusan.

SMK AGAMA MIRI ON FIRE (BORNEO POST)

MIRI: Big cloud of thick smoke that attracted attention of people around Bakam road was from Sekolah Menengah Kebangsaan Agama Miri.

The fire was reported around 9.45 am yesterday.
It was reportedly the second fire incident in the school since 2002.
This time around it happened just next to the block that was destroyed during the first fire incident.
However, yesterday’s fire only damaged the whole of the floor of the Asrama Putera Block consisting of 10 rooms.
Seven of the rooms were used to accommodate the male boarding students, while the other three rooms were used for storerooms.
Each room was used to lodge 12 students, most of whom were Form One kids.
Fortunately, there was no injury reported in the incident.
One of the students noticed the smoke from the building and immediately informed the school warden who immediately contacted the fire brigade.
The school warden who is also a teacher at the school, Ustaz Husni Mohd Nor said:
“Luckily, there was no injury involved as at the time there was no student inside the building as most of the students were attending a seminar at the nearby block.
“It was the second time such (fire) incident happened at our school. The first one in 2002 was just at the next door block. The fire was suspected to be from a short circuit,” he added.
Meanwhile, according to the school principal Ustaz Fazial Ahmad, the affected students would be placed at the next block for the meantime.
“This is because the whole building will be closed temporarily as advised by the fire officer for further inspection,” the principal said, when asked what were the plans taken by the school management regarding the resettlement of affected student.
The school session will reopen as usual today.

Encouraging rural students to become teachers

More than 200 school leavers in Belaga attended a programme called ‘Jom jadi cikgu’ to encourage rural students to become teachers.The programme, jointly organised by the Teacher Education Division of Batu Lintang Teachers Training Institute and Bakun Trust Fund, was held at SMK Belaga last March 13.
Among other things, the event was also to assist students who qualify to be teachers to register online.
The guidance and counselling teacher Dennis Hang expressed gratitude to Celcom for providing the broadband services even though the speed was a litle bit slow.
“We hope in future Celcom can provide at least 3G services in rural Belaga, as it had promised to do so, for the benefit of the rural students and teachers,” Hang said.
Parents were appreciative of such a programme to help their children find suitable jobs.
Mering, a representative from the Penan community thanked Belaga assemblyman Liwan Lagang for taking the initiative to hold such a programme in his constituency.
However, he was a little bit disappointed with the overall performance of Penan students in school thus far and hoped the Penan students could do better in the future.
“If more Penan students can become teachers, this will have a positive impact on our community,” Mering said.
Only four outstanding Penan students joined the programme and they are Raman Mayan, Jennifer Mering, Kusang Niboy and Jenson Jeno.
Teachers plan demo over irrelevant workload

Teachers are considering holding a nationwide demonstration if the Education Ministry does not reign in overzealous state education department heads and headmasters who burden them with “irrelevant work”.They claim to have reached “near breaking point” and left with no choice but to hold a demonstration so that the higher-ups would take note of their plight.The decision was taken by National Union of the Teaching Profession (NUTP) delegates during a three-day meeting which ended here yesterday. There are some 350,000 teachers in service.Its president Lt Cdr (Rtd) Hashim Adnan said teachers’ were now reduced to mere reporters rather than allowed to focus on teaching.“We are tasked to do reports after reports, action plans and working papers; most of which are totally irrelevant to our work. I must say this has affected the quality of teaching and the victims are the students,” he told The Star.Hashim said state department heads never sought their views and would bulldoze whatever programme they wanted introduced in schools.It is understood that the proposal to demonstrate was made by delegates from several states which did not even have one student in the top 10 of last year’s SPM results announced on Thursday.“We are mostly doing clerical work in schools and among our duties include collecting irrelevant data, attending courses, organising programmes and doing correspondence work.“Also, since some schools were now Sekolah Berprestasi Tinggi, we are required to do plenty of documentation work every day ... we are unable to focus in class,” Hashim said.He said teachers were also unhappy with the Government over a proposal to transfer senior teachers to rural schools.The delegates want the ministry to hire more male teachers to check the problem of indiscipline in schools.Teachers were also unhappy as headmasters did not notify them of their appraisal at the end of the year. This had jeorpadised their chances for promotion.

1. Sebagai "saya yang menurut perintah", kita guru haruslah mematuhi segala arahan yang diturunkan. Bergantunglah kepada persatuan dan kesatuan guru untuk menyuara dan menyelesaikan dengan pihak atasan. Adakah cikgu dalam mana-mana kesatuan guru?
2. Pengetua yang menerima berbagai arahan dari KPM, JPN dan PPD. Pengetua tidak akan memapu untuk melakukan segala arahan tersebut. Maka, arahan tersebut diperturunkan kepada guru. Sebagai Pengetua, saya juga merasa banyaknya arahan yang diturunkan; ada kala mengelirukan, ada kala berganda, ada kala urgent walaupun macam tidak penting ... (saya tidak akan ulas panjang sangat!). Nasihat saya, sebagai kakitangan (dalam BI ialah servant), just do it!
3. Berkaitan dengan LNPT - saya tidak ada halangan untuk memberitahu guru / kakitangan. Masalahnya, LNPT dilihat sebagai membanding antara seorang guru dengan guru yang lain. Saya dapati guru boleh menerima markah LNPT itu, tetapi tidak boleh menerima apabila dia dibandingkan dengan guru lain. Walaupun saya memberitahu guru markahnya, dia akan "mencari" berapa markah guru lain dan mula membuat perbandingan. -- Salam sejahtera,

Sukan sekolah diperkasa 2011

Kegiatan jadi bahagian khusus, dipisahkan daripada seni, kokurikulum
KUALA LUMPUR: Kementerian Pelajaran semalam memutuskan pelaksanaan beberapa langkah bagi memperkukuhkan pembangunan sukan di sekolah mulai tahun depan, termasuk memberi lima daripada 10 peratus markah yang diperuntukkan untuk kokurikulum.
Timbalan Perdana Menteri, Tan Sri Muhyiddin Yassin, berkata antara lain yang diputuskan ialah menjadikan kegiatan sukan sebagai satu bahagian khusus yang mempunyai pengarah dan timbalan pengarah yang akan dilantik seramai empat orang, di samping memisahkan bahagian sukan yang sebelum ini dicantum dengan seni dan kokurikulum. “Selain itu, kerajaan juga memutuskan bahawa pemarkahan kepada pelajar yang menyertai aktiviti sukan adalah lima peratus berbanding 10 peratus yang diperuntukkan di bawah aktiviti kokurikulum sebelum ini yang tidak memberikan sebarang penekanan terhadap sukan. “Sebelum ini, kegiatan kokurikulum sukan tidak diberi penekanan di sekolah. Bermula tahun depan, dasar 1Murid 1Sukan akan dikuatkuasakan,” katanya selepas mempengerusikan Mesyuarat Jawatankuasa Induk Pembangunan Sukan Sekolah di Bangunan Parlimen. Muhyiddin berkata, turut diputuskan ialah penambahan tenaga kerja seperti guru khas untuk melaksanakan pembangunan sukan di sekolah yang akan dibuat secara berperingkat. Katanya, peruntukan untuk aktiviti sukan juga akan ditambah bagi setiap pelajar iaitu RM4 bagi pelajar sekolah rendah dan RM6 untuk pelajar sekolah menengah, berbanding peruntukan RM2.40 bagi setiap pelajar sebelum ini. “Kementerian juga akan mengambil langkah untuk menambah jadual kokurikulum dan ia akan susun balik, kalau boleh sukan itu diajar dalam jadual waktu persekolahan, jadi pelajar tidak perlu pulang,” katanya. Beliau berkata, bagaimanapun, langkah itu perlu dilakukan tanpa menjejaskan waktu pembelajaran akademik dan tidak membabitkan keperluan untuk memanjangkan waktu persekolahan. “Cara ini untuk menggalakkan pembangunan sukan di sekolah, bukannya nak tumpu untuk lahirkan atlit, tetapi jika nak majukan sukan di sekolah, mesti dapat mengenal pasti bakat yang boleh diketengahkan menerusi Majlis Sukan Negara, tapi sasaran kementerian ialah pembabitan pelajar dalam bidang pasukan,” katanya. Sementara itu, Muhyiddin berkata, satu jawatankuasa akan ditubuhkan untuk mendapatkan pandangan pelbagai pihak berhubung dasar pendidikan seks di sekolah. Timbalan Perdana Menteri berkata, jawatankuasa itu akan dianggotai pakar dalam bidang pendidikan seks, biologi dan hal yang berkaitan. “Mungkin kita boleh mengambil sedikit contoh daripada apa yang berlaku di setengah negara yang sudah memperkenalkan (dasar ini) dan juga pakar yang ada di kementerian,” katanya. Muhyiddin yang juga Menteri Pelajaran berkata, isu pendidikan seks di sekolah sudah dibincangkan oleh banyak pihak. “Cuma kementerian yang belum lagi membuat keputusan kerana kita faham yang ia adalah suatu perkara yang agak besar dan dinanti bukan saja oleh kementerian tetapi pelajar, ibu bapa dan masyarakat. Oleh itu, ia adalah satu perkara yang perlu kita halusi semasak-masaknya. “Jadi, saya bercadang untuk menubuh satu jawatankuasa untuk mendapatkan pandangan pelbagai pihak yang setakat ini (hanya menyuarakannya) kepada media saja, ada pakar kata bagus, ada yang kata tak bagus, ada yang

Time for sex education to be a school subject

NOW who says only girls giggle. Boys do that too. Well, my classmates and I were guilty of giggling during secondary school more than 30 years ago when our biology teacher started talking about reproductive organs. (Now, we can all laugh at ourselves for giggling at that time.)That was our first introduction to sex (via the science class, of course). Then, the teacher would discuss the fertilisation of the egg by the sperm but would never mention that a man and woman must have sexual intercourse in order for reproduction to take place.
That would have tickled our curiosity (and innocence) even more and definitely, heighten our giggles and blushes. Well, I suppose it is only natural for teenagers to feel shy to talk openly about sex in school. For our biology teacher then, that was as far as she could go. No, there was nothing in the curriculum to warn students about unwanted pregnancy or to advise on safe sex.
This week, the Education Ministry brought up the subject of introducing sex education in schools. The issue was broached because of the increasing number of unwed mothers, mostly students.
There is now a realisation that sex and relationship education is critical. Children must be taught about relationships, responsibilities, and the social and emotional side of sexual behaviour.
During my time in secondary school, unwanted pregnancy was not actually a serious issue. Well, we can say that teenagers then were more ‘careful’ or less ‘adventurous’. Still, we have to concede that students then were also having sexual relations.
Sex education in schools has been brought up many times but somehow, the matter was put in cold storage as soon as it was brought up.
In 2005, Datuk Hishammuddin Hussein, then the Education Minister, was all for sex education. He was quoted as saying in the media that “we are faced with various forms of sexual crimes: Internet pornography, incest, pre-marital sex, sexual abuse and harassment, and paedophilia. The guidelines address all these. All must take sex as a serious issue.”
Then in December 2006, there was an AFP report saying that Malaysia is to introduce sex education in schools for the first time, with topics to range from pre-marital sex to homosexuality and masturbation.
It reported that under the plans approved by the Cabinet, sex education will start for preschoolers from the age of four up to teenagers and young adults, according to the Education Ministry and the Ministry for Women, Family and Community Development.
Subjects would also include rape, sexual abuse, abortion, infanticide and the spread of HIV/AIDS, the ministries said.
“This action is needed so that society, especially the youth, are given accurate and detailed information to curb these social ills,” they said in a statement.
The ministries said they had developed a sex education guidebook incorporating the topics that were written after consultations, which started in July 2002.
“The guidebook was published to impart knowledge to all Malaysians from various age groups to think positively in life by absorbing good and honourable social values,” they said.
Five years later, what happened to the guide book? It’s strange that there was no follow-up on the matter. Has the guide book been used to train teachers in the teaching of sex education? Or like the quest to introduce sex education, it has also been placed on the shelf to gather dust. What a waste of the funds and efforts put in coming up with the guide book, really!
As sex education was raised again this week, it is not surprising to hear the same lamentation — teachers are not trained to teach the subject.
National Union of Teaching Profession (NUTP) secretary-general Lok Yim Pheng voiced the union’s full support of the government’s move for sex education in schools but lamented that, “teachers lack formal training in the complexity and sensitivity of the subject and are not confident to teach it”.
Some teachers feared being sued by parents for imparting sexual knowledge to their children, she said.
We can appreciate the concerns of the teachers as these fears are real. How often have we heard of parents taking action against the school authorities or teachers for alleged mistreatment of their children.
Whatever the obstacles are, it is high time that sex education be made a school subject. Why? An editorial in an online news portal said it best this week.
“As children are sexually active at an earlier age these days, sex education should be made compulsory and be taught in line with the ethos and values of the school. Maybe, what needs to be done is for a survey of parents, to be commissioned by the government, for the parents’ feedback.
“It is important to teach children about puberty and the facts of life, the differences between boys and girls, healthy relationships, different kinds of relationships (heterosexual and homosexual), body image and self-confidence.
“At secondary school level, pupils should know about contraception, HIV and AIDS, pregnancy, effects of drugs, sexually transmitted diseases, responsibility, abortions and importance of relationships.
“As in any teaching, the weakest point is the quality of the teachers and their treatment of the subject. Teachers must be strict and disciplined with pupils who might want to misconstrue why sex education is being taught.
“Simultaneously, a group of trained teachers to provide counselling services must be made available for any student with problems of a sexual nature, to be discussed in confidence.
“Perhaps, the main message is that sex education is not about teaching young children to ‘have sex’. It is to give them an idea about relationships, to be developed as they get older. It might help if the sex education was kept purely scientific, as opposed to calling it pleasurable or ‘making love’.”
Today, I am not giggling or blushing. As a father myself, I have spoken to my teenage kids on all they need to know about their bodies and relationships with the opposite sex.
And I’m glad, my kids did not giggle in our discussion on sex. Thankfully, they were more mature than me when I was their age.

KOTA KINABALU: Tan Sri Muhyiddin Yassin mengumumkan bantuan perkapita kokurikulum setiap pelajar sekolah dinaikkan daripada RM2 sekarang, manakala sistem penyimpanan data guru yang bakal ditugaskan di luar bandar dan pedalaman diperkemas. Timbalan Perdana Menteri menyifatkan bantuan berkenaan sekarang terlalu rendah dan perlu ditingkatkan sejajar usaha Kementerian Pelajaran memperkukuh pembabitan pelajar dalam bidang kokurikulum, terutama sukan. "Kita akan pastikan jumlah peruntukan lebih daripada sedia ada supaya sekolah dapat melaksanakan lebih banyak kegiatan. Minggu depan kami akan bermesyuarat membincangkan perkara ini," katanya selepas majlis bersama warga pendidik di Sekolah Menengah Kebangsaan Agama Kota Kinabalu, di Bukit Padang, dekat sini.
Mengenai sistem penyimpanan data guru, Muhyiddin berkata, beliau sudah mengarahkan pegawai kementerian menyediakan sistem lebih kemas dan terkini yang bukan setakat membabitkan maklumat mengenai guru itu sendiri, malah keluarga mereka bagi menjadikan pertukaran dan penempatan dilaksanakan secara lebih telus.
Katanya, sistem berkenaan akan memudahkan Jabatan Pelajaran negeri menyusun jadual penempatan guru baru dan pertukaran guru berpengalaman untuk bertugas di luar bandar dan pedalaman, bagi mengelakkan mereka menghadapi masalah untuk ditukarkan.
Sementara itu, Muhyiddin berkata, kementerian akan mengkaji elaun tertentu untuk guru di pedalaman sebagai menghargai pengorbanan mereka bertugas di kawasan yang tidak memiliki infrastruktur lengkap.
Mengenai guru tidak lagi diberikan peluang menduduki peperiksaan Penilaian Tahap Kecekapan (PTK) pada tahap empat untuk membolehkan mereka menikmati peningkatan gaji jika lulus pada tahap tiga, Muhyiddin berkata, kementerian akan meneliti perkara itu.
"Kita kumpulkan maklumat keluarga guru seperti dia tinggal di mana, suami dia kerja apa dan dia ada beli rumah atau tidak. Guru mesti tahu bila dia akan ditukarkan supaya boleh buat persediaan. Bagi guru baru pula, dia harus bersedia ditukarkan ke luar bandar dan pedalaman," katanya.
Muhyiddin juga berkata, masalah murid menumpang di sekolah lain kerana bilik darjah tidak cukup tidak harus berlaku tetapi sukar dielakkan berikutan pertambahan penduduk di sesuatu kawasan sukar dijangka.
Beliau berkata bagi mengatasi masalah itu, kerajaan harus menyediakan peruntukan besar kerana untuk membina sebuah sekolah, peruntukan tidak kurang RM50 juta diperlukan.
Sehubungan itu, katanya, Kementerian Pelajaran terpaksa menyediakan kabin sebagai bilik darjah sementara sebelum bangunan tambahan dibina.
Sementara itu, ketika menjawab soalan dalam sesi berkenaan, Muhyiddin berkata, kementerian akan mengkaji elaun tertentu untuk guru di pedalaman sebagai menghargai pengorbanan mereka bertugas di kawasan yang tidak memiliki infrastruktur seperti bekalan tenaga elektrik, jalan raya dan bekalan air.
Mengenai guru tidak lagi diberikan peluang menduduki peperiksaan Penilaian Tahap Kecekapan (PTK) pada tahap empat untuk membolehkan mereka menikmati peningkatan gaji jika lulus pada tahap tiga, Muhyiddin berkata, kementerian akan meneliti perkara itu.
Beliau bersetuju guru dan pegawai di pejabat pelajaran daerah tidak harus disekat menikmati kenaikan gaji selepas lulus tahap tiga PTK dan akan membincangkannya dengan pegawai kementerian itu.
Kata Pengetua:
Masalah pertukaran guru adalah masalah lama. Guru luar bandar sukar pindah ke bandar kerana jarang guru bandar yang pindah keluar bandar walaupun ada elaun luar bandar. Guru luar bandar mahu pindah ke bandar kerana keluarga mereka di bandar, mereka beli rumah di bandar atau hendak tukar angin / "mencari pengalaman" baru. Sekarang ini sistem point digunakan. Walau bagaimanapun, masalah timbul kerana tiada kekosongan di bandar walaupun point telah dicapai.

STU chief disagrees teachers not ready for sex education

SIBU: The notion that Malaysian teachers are not ready to impart sex education in school does not augur well with the Sarawak Teachers’ Union (STU).Its president William Ghani, in stating this yesterday, said STU respected the National Union of Teaching Profession (NUTP) secretary-general Lok Yim Pheng’s view on the matter.
However, he said, it did not reflect the stand of the 340,000 teachers from 10,000 schools in the country.
“This is because the issue was never discussed in our meetings comprising the country’s 24 teachers’ unions, Secondary School Principals Association Malaysia and Primary School Headmasters Council,” Ghani told The Borneo Post when contacted yesterday.
He was commenting on Lok’s opinion that Malaysian teachers lacked professional training in teaching the subject.
Lok was also quoted by a local news agency as saying that teachers were not confident to teach such subject.
In response, quoting his neighbour (a teacher), who called him yesterday, Ghani said: “Who say we are not ready.”
In fact, in school, subjects such as Civic (Moral), Biology and Science taught students the importance of self-respect, he stressed.
“For example, there is a section in the Civic lesson that dwells on family education. Here, students are properly guided about the dos and don’ts in their lives.
“We explain to them why certain things are best left until they are married,” he said.
Ghani strongly felt that such knowledge could be further reinforced by parents, given the limited time children had in school.
A strong family institution was imperative to help children shun bad influences and guide them towards achieving their goals in life, he emphasised.
Parents, he went on to say, needed to play a more engaging role at home.
He said they needed to tell their children why it was not proper to start a relationship while still schooling and the consequences of doing so.
Among others, he reckoned that by providing moral and religious education at home, parents would condition their children’s mind to differentiate between right and wrong.
“Our children will check with their inner selves before attempting anything that can throw their lives into tatters,” Ghani added.
In addition, he pointed out that parents should make time for a regular heart to heart talk with their children.
“This is because at times, children attempted wild things just to attract their parents’ attention,” he said.
He also felt that it was irrational to introduce a fresh subject in school each time a problem cropped up as students would be the one to bear blunt of such action.
Students, he added, were already hard pressed to cope with their schoolwork.
“Therefore, any additional subject will make them dislike going to school,” he said.
He said this might prompt students to skip school as they might find it boring.
“Perhaps, we have to ask ourselves in attempting to solve a problem, are we creating a bigger problem which we may have overlooked?” he asked.

Murid dakwa guru cakar pipi

Seperti murid Tahun Satu yang lain, Zaidi Putra Zakaria, 7, begitu teruja untuk ke sekolah, sejak sesi pembelajaran dibuka awal Januari lalu.Walaupun pernah sekali dia diserang demam, kanak-kanak itu tetap bersemangat untuk pergi ke sekolah.Namun, apa yang berlaku pada 23 Februari lalu, sedikit sebanyak telah menyentap semangat kanak-kanak itu untuk pergi ke sekolah.Bapa murid itu mendakwa, anaknya itu kini fobia untuk pergi ke sekolah setelah pipinya dicakar oleh seorang guru perempuan sebuah sekolah rendah di Sanglang.Menurut Zakaria Kasa, 39, dia kesal kerana dimaklumkan bahawa kesalahan yang dilakukan oleh anaknya itu hanya kerana terlupa menyiapkan kerja sekolah yang diberi oleh guru berkenaan.Zakaria mendakwa, dia dihubungi oleh pihak sekolah pada pukul 8.45 pagi minggu lalu, meminta supaya datang ke sekolah setelah anak lelakinya itu mengalami luka di pipi kanan.“Saya nampak ada kesan cakar sepanjang kira-kira empat sentimeter di pipi kanan anak saya tetapi ketika ditanya, anak saya hanya mendiamkan diri,” katanya kepada para pemberita di sini semalam.Zakaria yang berasal dari Kampung Sungai Belati, Simpang Empat berkata, dia kemudian membiarkan anaknya meneruskan persekolahan kerana Zaidi Putra mempunyai kelas tuisyen di sekolah itu sehingga pukul 2 petang.“Namun pada sebelah petang, ketika semua warga sekolah itu pulang barulah Zaidi Putra memberitahu bahawa pipinya dicakar oleh guru perempuan tersebut,” katanya.Setelah mengetahui punca kejadian tersebut Zakaria berkata, dia bergegas bertemu seorang guru sekolah berkenaan, namun dia kecewa apabila guru berkenaan memberitahu anaknya berbohong dan luka itu dibuat sendiri oleh anaknya.“Guru tersebut memberitahu bahawa luka itu dibuat sendiri oleh anak saya iaitu dengan menggores zip yang terdapat pada bekas menyimpan pensil ke pipi,” dakwanya.Tidak berpuas hati dengan tuduhan itu, Zakaria bertindak membuat laporan polis di Balai Polis Simpang Empat pada pukul 5.55 petang hari yang sama.Menurut Zakaria, dia terkejut apabila guru besar sekolah itu ingin memohon maaf beberapa hari kemudian sedangkan pada awal kejadian, pihak sekolah menafikan tindakan guru berkenaan.Malah dia juga berasa terkilan kerana guru yang terlibat dalam kejadian itu tidak tampil sendiri untuk memohon maaf dengan alasan sedang mengikuti kursus.Berikutan itu, dia membuat keputusan untuk memberhentikan persekolahan anak-anaknya di sekolah itu kerana tidak lagi menaruh kepercayaan terhadap pentadbiran sekolah tersebut.Sementara itu, Ketua Polis Daerah Kangar, Supritendan Abdul Rahman Mohd. Noordin ketika dihubungi mengesahkan pihaknya menerima laporan mengenai kejadian tersebut dan kini sedang menjalankan siasatan.
Kata Pengetua:
Kita perlu sedar bahawa zaman sudah berubah. Membuat laporan polis sudah menjadi lumrah; saman menyaman sudah menjadi-jadi. Oleh itu, kita harus bertindak mengikut perubahan tersebut. Oleh itu, saya akan selalu mengingatkan para guru supaya tidak mengambil tindakan fizikal yang tidak dibenarkan terhadap pelajar. Niat yang baik tidak cukup untuk mempertahankan diri kalau kita disaman di mahkamah.

SIBU: Too much television is exerting bad influences on students causing them to mimic the violent actions there, said Sarawak Teachers’ Union (STU) president William Ghani Bina.He said uncontrolled viewing of television particularly involving violent scenes could confuse students with what had been taught inside the school gates, and could eventually lead to more pressing social ills.
“Parental guidance is imperative as students lack the maturity to differentiate the good from the bad,” he told The Borneo Post yesterday when asked about intervention programmes to curb violence in schools following another reported fighting incident that shocked the public.
“As a result, they copy or follow the behaviour blindly unaware of the negative consequences associated with such actions,” he quipped.
In the unfortunate incident, the Form 2 student of a secondary school in Limbang alleged that he had been punched and kicked by a group of schoolmates.
Weeks earlier, a 14-year-old student in Kuching suffered the same fate due to an unprovoked attack.
The victim claimed he did not know who assaulted him, smashing his head against a table.
In response to these incidents, Ghani urged parents to devote more time to their children so that they could be more alert on any change of behaviour.
As a starting point, this would require parents to follow closely the type of television programmes their children were watching.
Ghani added: “Parents must intervene or provide guidance when certain programmes were found containing scenes not suitable for their children viewing.”
Citing an example, he pointed out that fighting scenes could corrupt students’ mind, motivating them to unconsciously engage in such aggressive behaviour.
As such, the onus is on the parents to keep close tabs on their children’s television programmes, which means spending more time with them (their children), he reiterated.
Ghani also appealed to the relevant authority to avoid screening movies with fighting scenes during daytime.
On the contrary, they can perhaps roll out more light programmes preferably with educational values to suit the young viewers, he suggested.
The president advised parents among other things, to emphasise on moral or religious education at home to help their children shy away from bad influences.
Again, this requires parents to spend more quality time with their children, he said.
Reinforced with such education and mental conditioning, students, he reckoned, would think twice about doing anything foolish.
They will not easily submit to their impulse, he said.
Towards this end, he hoped parents would have a more holistic view of the situation whenever an ugly incident cropped out.
This, he said was to be fair to the teachers, who were equally concerned about the safety and well being of their students.
“The way I see it, pointing fingers will not solve the problem and if not careful, could aggravate it.
“The thing is, the safety and well-being of students is a collective effort of both parents and teachers,” he stressed.

500 sekolah taraf lima bintang

PUTRAJAYA 12 Feb. - Kementerian Pelajaran menyasarkan 500 daripada 10,000 sekolah seluruh negara mencapai taraf sekolah lima bintang hujung tahun ini.
Ketua Pengarah Pelajaran, Tan Sri Alimuddin Mohd. Dom berkata, penarafan itu berdasarkan Piawaian Kelayakan Sekolah Bestari (SSQS) yang merupakan satu set piawaian bagi mengukur pencapaian sekolah dalam empat bidang iaitu penggunaan, modal insan, aplikasi dan infrastruktur.
"Pada tahun lalu 8,454 sekolah ditarafkan. Daripada bilangan ini, 7,575 sekolah berjaya ke tahap tiga hingga lima bintang," katanya.
Beliau bercakap pada sidang akhbar selepas Pembentangan Laporan dan Majlis Penghargaan bagi Program Sekolah Bestari Luar Bandar di Hotel Marriot di sini hari ini.
Turut hadir Ketua Pegawai Eksekutif Perbadanan Pembangunan Multimedia (MDeC), Datuk Baldisham Ghazali.
Menurut Alimuddin, 35 sekolah luar bandar akan ditambah ke dalam Program Sekolah Bestari Luar Bandar pada fasa kedua tahun ini.
Beliau berkata, penambahan itu juga secara tidak langsung mempercepat proses pembestarian sekolah luar bandar yang sebelum ini bermula dengan 15 sekolah pada tahun lalu.
Katanya, program tersebut diguna pakai untuk pelaksanaan 88 sekolah bestari penanda aras yang disesuaikan untuk pelaksanaan sekolah luar bandar.
"Sekolah tersebut dipilih daripada kategori menengah harian, sekolah kebangsaan, sekolah teknik vokasional, sekolah jenis kebangsaan, sekolah agama, sekolah pendidikan khas, sekolah Felda dan sekolah Orang Asli atau Penan.
"Sekolah luar yang dipilih juga perlu mempunyai kemudahan asas bekalan elektrik 24 jam, mempunyai infrastruktur asas teknologi maklumat dan komunikasi (ICT) seperti asas makmal komputer, Pusat Akses Sekolah dan mendapat kemudahan Schoolnet," jelasnya.
Selain itu, beliau memberitahu, sekolah tersebut sekurang-kurangnya perlu mencapai tahap penarafan tahap tiga bintang berdasarkan SQSS.
Ditanya mengenai pelbagai pelaksanaan label sekolah seperti Sekolah Berprestasi Tinggi (SBT), sekolah kluster, sekolah berasrama penuh (SBP), beliau berkata perkara tersebut tidak membawa banyak perbezaan.
"Apa yang membezakan hanya program yang dikhususkan kepada sekolah tersebut sahaja.
"Pada dasarnya hanya terdapat tiga jenis sekolah asal iaitu sekolah bantuan penuh kerajaan, sekolah bantuan modal dan sekolah swasta sahaja," katanya.

Terengganu has 6,000 high risk students

KUALA TERENGGANU: About 6,000 secondary school students in Terengganu are involved in social problems like truancy, mat rempit, crime and drug abuse.State Exco for Education, Higher Education, Science & Technology and Human Resource Ahmad Razif Abdul Rahman said the state government took a serious view although it was small compared to the 250,000 student population.
He said the state government and Education Department were taking measures to check the unhealthy problem.
“The presence of just one high risk student in a school will inconvenience teachers and other students,” Ahmad Razif said.
Police recently briefed the state government and Education Department on the high risk schools in Terengganu. — Bernama

LIMBANG: A group of secondary school students here punched and kicked a junior schoolmate just before the Chinese New Year and had the audacity to record their atrocious act which left their victim badly bruised and traumatised.

PROOF OF ALLEGED ATTACK: The victim’s mother shows the video recording of her son being bullied by his seniors. The footage is making its way from handphone to handphone in Limbang District.
The incident which happened at a local boarding school came to light recently when copies of the video were circulated here via handphones.
Despite his injuries, the victim, a Form 2 student from Lawas, kept quiet about the beating. He only nagged his parents to transfer him to another school.
His mother was shocked when she realised that her son was the victim in the five-minute video recording sent to her by a friend.
The video vividly shows a group of students mercilessly raining blows and kicks on the boy. Cowering in fear and pain in the footage, the boy pleaded to the group to stop hurting him, but his cries went unheeded.
In fact the assailants took turns to punch and kick him until he was injured in the face and body.
The aggressors were reportedly Form 3 students, and the cause of the beating was not immediately known.
The victim’s angry mother, who declined to be named in this report, said the whole family was shocked when they saw the video last Tuesday evening.
“I did not suspect anything when my friend sent me the video, but after watching it I was so shocked to see that the victim was my son,” she told Utusan Borneo here.
“The seniors punched and kicked him repeatedly. They showed no mercy, but continued to beat him up although he pleaded with them to stop,” she said.
The incident has deeply traumatised the boy who has kept to himself at his home in Lawas since the Chinese New Year.
His family found his behaviour rather odd, and his mother recalled that his right eye was bruised when they sent him back to school.
Now they understand why he nagged them about transferring him to a new school.
“What made us disappointed was the failure of the school to inform us although they knew about the beating.
“If we had not received the video, we would have remained ignorant of the whole matter,” she said.
She called the assault shameful and uncalled for.
“I want the authorities to investigate the case,” she said.
Meanwhile, Limbang police confirmed that a report on the case was lodged by the victim’s father yesterday.
Attempts to contact the school yesterday for comments on the incident were not successful. The senior assistant was said to be outstation.
On the phone, Sarawak Teacher Union chairman William Ghani Bina said the attack was regrettable, but stressed that it should be left to the police to investigate since a report has been lodged by the victim’s father.
Asked about the parent’s complaint that they were not informed by the school about the assault, he said it was unusual.
“Normally, under such circumstances parents would be informed,” he said.
The Borneo Post wanted Assistant Minister in the Chief Minister Office Datin Fatimah Abdullah (who was returning to Kuching after visiting Kabuloh Agriculture Station) to weigh in on the assault, but attempts to contact her were not successful.

Curriculum transformation to spark creative ideas

MUAR: The Education Ministry’s transformation of the school curriculum is aimed at sparking creative and innovative ideas among students, Deputy Prime Minister Tan Sri Muhyiddin Yassin said.
The Education Minister said the transformation would stress on the acquisition of knowledge via fun learning and would not be examination oriented.
“With the transformation of curriculum, the learning process in classes will not be dominated by teachers.
“The learning process will prioritise interaction between students, teachers and classmates to spark creative and innovative ideas,” he said here yesterday. Muhyiddin said this when launching Myideas@School at Sekolah Kebangsaan Lenga near here. It was also attended by Science, Technology and Innovation Minister Datuk Seri Dr Maximus Ongkili.
He said innovation was the nation’s main agenda where new ideas, ways and approaches need to be undertaken.
“We should make creativity and innovation a practice and culture to enrich and bring prosperity to the people.” This should be done from a young age as early exposure to creativity and innovation would help develop young minds.
“Here (in schools) we can create a generation of thinkers and inventors of the future. The main question is how do we achieve this?” Muhyiddin said first phase of MyIdeas@School implemented with cooperation of Multimedia Development Corporation (MDEC) would involve 23 schools nationwide.
Forty-two teachers from 21 smart schools in rural areas would be trained to guide students in using the MyIdeas portal.
He was confident that MyIdeas@School would complement other innovative programmes like Robotics and F1 in Schools. — Bernama

Kembalikan gemilang sukan kita

Kurikulum sekolah dirombak selepas 20 tahun terpinggirPETALING JAYA: Kementerian Pelajaran akan merombak dan menstruktur semula kurikulum sukan peringkat sekolah rendah dan menengah dalam usaha mengembalikan kegemilangan sukan di negara ini. Timbalan Perdana Menteri, Tan Sri Muhyiddin Yassin, berkata dalam tempoh 20 tahun kebelakangan ini, aktiviti sukan sekolah seolah-olah dipinggirkan, sering terkebelakang berbanding aktiviti lain sekali gus menenggelamkan kegemilangan sukan yang pernah menjadi kebanggaan pelajar.
Berikutan itu, katanya, semua aktiviti dan kalendar sukan peringkat sekolah akan disusun semula supaya lebih teratur dan padat dengan pelbagai program pembangunan peringkat akar umbi. Katanya, kerajaan kini merangka perancangan khas untuk mengembalikan kegemilangan, keseronokan dan kebanggaan sukan yang dianggap semakin malap dengan menggariskan lima pendekatan baru dalam memajukan sukan. "Dah hampir 20 tahun, sukan sering menjadi pilihan kedua atau ketiga... apa sebabnya entahlah, tetapi itulah keadaannya hinggakan pada peringkat sekolah, sukan tidak menjadi suatu kebanggaan. Berbanding zaman dulu, sukan dipandang ceria, bangga dan seronok.
"Jadi, saya buat keputusan kembalikan semula sukan dalam sekolah, mesti bermula pada peringkat awal dan semai semangat bersukan," katanya pada sidang media selepas menghadiri Majlis Anugerah Persatuan Penulis Sukan Malaysia (SAM) 2009. Turut hadir Menteri Belia dan Sukan, Datuk Ahmad Shabery Cheek dan Presiden SAM, Ahmad Khawari Isa. Beliau diminta mengulas kemelut sukan peringkat sekolah apabila Majlis Sukan Sekolah-Sekolah Malaysia (MSSM) menggugurkan 24 acara sukan dalam kalendar tahunan 2010 hinggalah Kementerian Pelajaran mengumumkan peruntukan RM89 juta bagi mengembalikan semula acara berkenaan. Muhyiddin yang juga Menteri Pelajaran kecewa kerana kebanyakan sekolah masih terlalu bergantung kepada perancangan lama yang dianggap lapuk serta langsung tidak membantu dalam usaha membangunkan sukan tanpa sebarang inisiatif.
Antara pendekatan yang akan diberi perhatian khas dalam mencapai matlamat itu ialah mengasingkan sukan daripada kokurikulum lain serta melantik pegawai khusus menjaga pembangunan sukan sekolah. "Kurikulum sukan juga mesti diubah termasuk mengkaji waktu sesuai untuk murid dan pelajar terbabit dalam sukan tanpa menjejaskan akademik mereka. Jika ikut jadual sekarang, tempoh bersukan hanya beberapa bulan, berlatih, pilih wakil sekolah dan habis.... hinggakan ibu bapa pun tak tahu bila masanya ada aktiviti sukan. "Bila habis tempoh tu, langsung tak ada program sehingga lima atau enam bulan... itu tak betul, bukan itu caranya, jadi mesti diperbetulkan. Kena ada perancangan apa nak buat selepas itu," katanya. Masalah kekurangan tenaga guru sukan juga diberi perhatian dengan meningkatkan jumlahnya kerana kebanyakan guru sukan sedia ada adalah guru biasa yang tidak terlatih. "Banyak sekolah juga tidak mempunyai kemudahan asas, tiada padang dan dewan serba guna. Kita kena cari jalan penyelesaian, mungkin boleh kongsi atau sewa kemudahan sedia ada. Apa yang penting, aktiviti tak semestinya terbatas atau bermusim, setiap ruang masa mesti diisi," katanya. Selain itu, beliau turut mengumumkan kerajaan akan menambah peruntukan untuk program sukan melalui bajet lima tahun dalam Rancangan Malaysia Ke-10 (RMK-10) tetapi jumlahnya masih belum ditetapkan.

BANDAR JENGKA: Sports activities will be made compulsory in schools and students will be required to select a game of their choice starting next year.This means that students must pick at least one game and one uniformed body for the extra classroom activities.Education Minister Tan Sri Muhyiddin Yassin said it would have a separate syllabus and would no longer be part of the co-curriculum syllabus as was the practice currently.“The co-curriculum syllabus will be revamped to make sports an activity with its own programme and allocation and not be included together with arts and uniformed bodies.“Schools will have more sports teachers while allocations will be increased to improve the infrastructure. “It is part of the ministry’s efforts to bring glory back to sports,’’ he told reporters after officially closing Pahang Umno convention here Sunday.He added that an ad hoc committee to make the review had been set up and among the things its members would look into was to give credits to those who were active in sports.By giving additional marks to them, it would help to encourage them to be good in sports as well as academics, he said.Sports had long been neglected in schools and it was high time that the activity be given prominence, he added‘’Sports is good for your mind and health. Otherwise, parents will be sending their children for tuition classes so their children will get straight As.‘’This is the problem now. Sabah, Sarawak teachers ‘insulted’ by exclusion

KUCHING: Teachers in Sabah and Sarawak felt “very insulted and demoralised” as none of the schools from the two states made it to the list of the country’s top 20 schools.
Teachers’ Union Association for Sabah and Sarawak joint committee chairman William Ghani Bina said he had received calls from many teachers and parents who conveyed their strong feelings on the matter.
“They said the announcement of the 20 highest-performing schools came as a great insult to teachers in both Sabah and Sarawak. The results were demoralising to them.
“They felt strongly that 43 years after Sabah and Sarawak became part of Malaysia, the national education policy has failed. Something is wrong,” he added when asked yesterday.
The Education Ministry had announced an annual budget of nearly RM1mil for each of the schools besides allowing students to finish a year earlier as reward for high performance.
Ghani, who is also Sarawak Teachers’ Union president, said parents and teachers question­ed the impartiality in picking the 20 schools. There are 1,624 primary schools and 107 secondary schools in Sarawak.
He said the association, which shared the sentiments expressed by the teachers and parents, found it unfair to grade all schools in the country with only one measure.
Ghani said unlike Singapore where most schools were in almost the same situation, schools in Malaysia were classified as urban or rural.
For the rural schools, he said there were three different classifications based on hardship allowances for the teachers, ranging from RM500 to RM1,500.
“The differing hardship allowances means that the Government accepts the disparities between schools. It is therefore unfair to rate schools with a single grade.”
Ghani said the Education Ministry should be serious in addressing the longstanding teacher shortage problem in Sarawak.
“We are not asking for 100% trained teachers. There is even a shortage of untrained (temporary) teachers,” he added.
Ghani said he had asked the ministry to train temporary teachers who had taught for many years, but the ministry had not accepted their applications to be trained as permanent teachers.
He urged the ministry to accept applications from Universiti Tun Abdul Razak (Unitar) graduates with education degrees to increase the number of professional teachers.

Guru besar, pengetua dapat imbuhan jika lonjak sekolah
KUALA TERENGGANU: Bermula tahun depan, guru besar dan pengetua yang berjaya melonjakkan kecemerlangan sekolah berasaskan akademik, kokurikulum dan sukan akan diberikan ganjaran dan insentif oleh Kementerian Pelajaran. Timbalan Perdana Menteri, Tan Sri Muhyiddin Yassin, berkata penilaian prestasi akan mula dilakukan tahun ini dengan setiap pencapaian sekolah akan menjadi kayu pengukur terhadap prestasi guru besar atau pun pengetua. "Malah bukan saja kepada pengetua atau pun guru besar, imbuhan itu juga akan turut dirasai oleh guru di sekolah yang terbabit dan ini akan memberikan galakan kepada golongan tersebut untuk berusaha lebih keras bagi meningkatkan prestasi sekolah masing-masing," katanya.
Muhyiddin yang juga Menteri pelajaran berkata demikian ketika berucap pada majlis penyampaian hadiah kecemerlangan pelajar Yayasan Terengganu ke-31 dan program Juara Rakyat peringkat Parlimen Kuala Terengganu di sini hari ini. Bagaimanapun, beliau tidak memperjelaskan bentuk ganjaran atau insentif yang akan diberikan nanti. Sementara itu, Muhyiddin turut memuji kerajaan negeri Terengganu kerana memberikan komitmen yang besar terhadap bidang pendidikan dengan mengiktiraf negeri itu sebagai peneraju bidang pelajaran di negara ini.
"Ini dapat dilihat melalui peruntukan besar kepada bidang pendidikan selain memberi bantuan kepada pelajar memperoleh buku elektronik dan imbuhan kecemerlangan," katanya. Katanya, komitmen itu menjadikan Terengganu berjaya muncul sebagai negeri yang mencatatkan keputusan terbaik dalam peperiksaan UPSR selama sembilan tahun berturut-turut. Di samping itu, katanya, negeri itu berjaya melahirkan ramai pelajar yang cemerlang dalam peperiksaan PMR, Sijil Pelajaran Malaysia (SPM) dan Sijil Tinggi Palajaran Malaysia (STPM). Muhyiddin berkata, walaupun tidak ada sekolah di Terengganu yang disenaraikan antara 20 Sekolah Berprestasi Tinggi (SBT) baru-baru ini, ia tidak bermakna kerajaan meminggirkan sekolah di negeri itu.
"Banyak sekolah di negeri ini yang mencapai tahap cemerlang, namun tidak disenaraikan dalam sekolah SBT kerana masih mempunyai kekurangan dalam satu dua perkara. "Namun dengan adanya usaha gigih semua pihak termasuk ibu bapa, guru dan pelajar itu sendiri, saya pasti lebih banyak sekolah di negeri ini akan tersenarai pada masa akan datang," katanya. Pada majlis itu, beliau turut menyampaikan sijil penghargaan kepada 106 sekolah cemerlang di kawasan Kuala Terengganu dan sumbangan cek sebanyak RM100,000 daripada Jabatan Perdana Menteri kepada Persatuan Pengusaha Keropok Losong. 5,000 pelajar miskin, anak yatim ke UiTM

SHAH ALAM 12 Feb. – Perdana Menteri, Datuk Seri Najib Tun Razak mahu Universiti Teknologi Mara (UiTM) menyediakan 5,000 tempat untuk pelajar miskin dan anak yatim melanjutkan pengajian di universiti itu setiap tahun.
Beliau berkata, ia bagi memberi peluang kepada golongan itu mendapat pendidikan di peringkat tertinggi di negara ini.
‘‘Jika ini dapat dilakukan, 20,000 pelajar miskin terdiri daripada anak pekebun, anak yatim, nelayan dan anak kakitangan pembantu am rendah akan berpeluang belajar di institusi pengajian tinggi awam (IPTA),” katanya.
Beliau berkata demikian ketika berucap merasmikan Kampus UiTM Puncak Alam Fasa Satu di sini yang dihadiri lebih 1,000 penuntut UiTM dari beberapa kampus cawangannya petang ini.
Hadir sama isteri beliau, Datin Seri Rosmah Mansor; Menteri Pengajian Tinggi, Datuk Seri Mohamed Khaled Nordin dan Naib Canselor UiTM, Prof. Datuk Ir. Dr. Sahol Hamid Abu Bakar.
Kampus UiTM Puncak Alam merupakan kampus tambahan untuk menampung lebih 20,000 pelajar dari kampus induk Shah Alam.
Fasa satu UiTM Kampus Puncak Alam menempatkan Fakulti Farmasi, Fakulti Pengurusan dan Teknologi Pejabat serta Fakulti Sains Kesihatan di atas tapak seluas 138.3 hektar daripada tapak keseluruhannya seluas 434.3 hektar.
Kini kampus Puncak Alam telah diisi seramai 4,200 pelajar dan 520 kakitangan akademik dan pentadbiran.
Pihak UiTM memohon agar kerajaan memberi peruntukan untuk membina sebuah hospital di atas tanah kosong seluas 40 hektar di kampus itu bagi membolehkan 2,000 doktor Melayu dilahirkan dalam tempoh lima tahun.
Perdana Menteri ketika mengulas permohonan itu menyatakan kesediaan menimbang dan menyemak permintaan itu dengan Kementerian Kewangan.

Syor guru baru bertugas di pedalaman

BALIK PULAU: Kementerian Pelajaran bercadang mewajibkan guru baru untuk bertugas di pedalaman selama tiga tahun bagi memberi pengalaman serta pendedahan kepada mereka mengenai keperitan bertugas sebagai pendidik. Timbalan Menteri Pelajaran, Dr Puad Zakarshi, berkata pihaknya tidak lagi akan menempatkan guru baru di kawasan bandar atau berhampiran tempat tinggal seperti berlaku pada masa ini. "Biar mereka tahu bagaimana pengalaman bekerja sebagai pendidik terutama di kawasan pedalaman yang kadang-kala memerlukan kesabaran berikutan kesukaran hidup di kawasan berkenaaan.
"Ini masih di peringkat cadangan dan kajian mengenainya sedang dilaksanakan. Bagaimanapun, ini satu pendekatan baik bagi melahirkan guru berkualiti," katanya. Beliau berkata demikian pada sidang media selepas menyampaikan anugerah kepada pelajar cemerlang sekitar Parlimen Balik Pulau dalam peperiksaan Ujian Pencapaian Sekolah Rendah (UPSR) dan Penilaian Menengah Rendah (PMR). Hadir sama, Ketua Umno Bahagian Balik Pulau, Datuk Seri Dr Hilmi Yahaya yang juga Ahli Dewan Undangan Negeri (Adun) Teluk Bahang; Adun Pulau Betong, Mohamad Farid Saad dan Adun Bayan Lepas, Syed Ameruddin Syed Ahmad.
Mengenai pengambilan pelajar lulusan SPM untuk mengikuti program Ijazah Sarjana Pendidikan di Institut Pendidikan Guru (IPG), Puad berkata, pengambilan kumpulan pertama akan dibuat Jun ini. "Pemilihan calon adalah antara mereka yang mempunyai gred baik pada peperiksaan SPM," katanya. Sementara itu, Puad berkata, pihaknya bercadang memberi kelonggaran kepada pelajar bidang kemahiran dengan membenarkan mereka mengambil hanya satu subjek iaitu Bahasa Melayu dalam peperiksaan Sijil Pelajaran Malaysia (SPM) bagi membolehkan mereka memperoleh sijil. "Ketika ini, pelajar perlu menjawab subjek lain seperti Sains serta Matematik dan pelajar kemahiran sudah tentu tidak begitu berminat menjawabnya menyebabkan sijil mereka tidak begitu 'cantik' kerana gagal.
"Sebab itu kami mahu memberikan kelonggaran kepada mereka dengan membenarkan menjawab kertas Bahasa Melayu saja," katanya. Beliau berkata, langkah itu bagi membolehkan pelajar bidang kemahiran yang belajar di Sekolah Vokasional dan Teknik melanjutkan pelajaran bagi memperoleh Sijil Kemahiran peringkat lima. "Bagi mendapatkan sijil itu, mereka perlu melanjutkan pelajaran ke program dikendalikan agensi seperti Kementerian Sumber Manusia. Kami hanya menyediakan sijil bagi peringkat satu dan dua saja," katanya.
